วันที่ 21 พฤษภาคม 2569 ราชวิทยาลัยจุฬาภรณ์ เดินหน้าบูรณาการความร่วมมือครั้งสำคัญ ร่วมกับหน่วยงานภาครัฐและรัฐวิสาหกิจรวม 8 แห่ง ลงนามบันทึกข้อตกลงความร่วมมือ (MOU) โครงการก่อสร้างปรับปรุงถนนประชาชื่น ช่วงการประปานครหลวง-ถนนแจ้งวัฒนะ (ถนนหมายเลข 11) ขยายช่องจราจรเพิ่มเป็น 4 ช่องทาง มุ่งขับเคลื่อนและผลักดันการพัฒนาโครงสร้างพื้นฐานอย่างเป็นระบบ เพื่อบรรเทาปัญหาจราจรติดขัด เพิ่มประสิทธิภาพการเข้าถึงสถานพยาบาลและหน่วยงานราชการ พร้อมยกระดับคุณภาพชีวิตของประชาชนในระยะยาว คาดโครงการแล้วเสร็จภายในเดือนกันยายน พ.ศ. 2570 โดยมี ผศ.ดร.รวิน ระวิวงศ์ รักษาการรองเลขาธิการราชวิทยาลัยจุฬาภรณ์ เข้าร่วมในพิธีลงนามบันทึกข้อตกลงความร่วมมือ (MOU) โครงการก่อสร้างปรับปรุงถนนประชาชื่น จากการประปานครหลวงถึงถนนแจ้งวัฒนะ (ถนนหมายเลข 11) ระยะทางรวม 1.3 กิโลเมตร ซึ่งเป็นการผนึกกำลังครั้งสำคัญระหว่าง 8 หน่วยงานภาครัฐและรัฐวิสาหกิจ ได้แก่ 1. ราชวิทยาลัยจุฬาภรณ์ 2. บริษัท ธนารักษ์พัฒนาสินทรัพย์ จำกัด (ธพส.) หรือ DAD Asset Development 3. การประปานครหลวง 4. การไฟฟ้านครหลวง 5. กรุงเทพมหานคร 6. จังหวัดนนทบุรี 7. สำนักงานธนารักษ์พื้นที่นนทบุรี 8. บริษัท โทรคมนาคมแห่งชาติ จำกัด (มหาชน) หรือ NT
การลงนามความร่วมมือในครั้งนี้ มีวัตถุประสงค์เพื่อปรับปรุงเส้นทางสัญจรจากเดิม 2 ช่องจราจร ขยายเป็น 4 ช่องจราจร เพื่อเพิ่มขีดความสามารถในการรองรับปริมาณรถยนต์และรถจักรยานยนต์ที่สัญจรเข้า-ออกในพื้นที่ศูนย์ราชการเฉลิมพระเกียรติฯ และพื้นที่เศรษฐกิจใกล้เคียง ซึ่งปัจจุบันโครงข่ายถนนดังกล่าวเชื่อมต่อกับถนนหมายเลข 8 (ออกสู่ถนนวิภาวดี-รังสิต และถนนกำแพงเพชร 6) และถนนหมายเลข 10 (เชื่อมต่อไปยังถนนประชาชื่น) โดยเส้นทางที่ปรับปรุงใหม่นี้ได้รับการออกแบบให้สามารถรองรับการสัญจรของยานพาหนะได้อย่างน้อย 4 แสนคันต่อเดือน ช่วยอำนวยความสะดวก ปลอดภัย และลดปัญหาการจราจรหนาแน่นได้อย่างยั่งยืน
ในส่วนของบทบาทหน้าที่ภายใต้บันทึกข้อตกลงดังกล่าว ราชวิทยาลัยจุฬาภรณ์ จะทำหน้าที่ประสานงานและร่วมผลักดันโครงการในภาพรวมอย่างใกล้ชิด เพื่อขับเคลื่อนการพัฒนาโครงข่ายคมนาคมให้เกิดประโยชน์สูงสุดต่อประชาชน บุคลากรทางการแพทย์ และผู้เข้ามาติดต่อราชการ โดยโครงการนี้จะช่วยเพิ่มประสิทธิภาพและความรวดเร็วในการเดินทางเข้าถึงราชวิทยาลัยจุฬาภรณ์ โรงพยาบาล และหน่วยงานภาครัฐต่าง ๆ ในพื้นที่
ความร่วมมือทางวิชาการและโครงสร้างพื้นฐานในครั้งนี้ นับเป็นก้าวสำคัญของการบูรณาการระหว่างหน่วยงานภาครัฐในการยกระดับบริการสาธารณะ ซึ่งราชวิทยาลัยจุฬาภรณ์มุ่งหวังเป็นอย่างยิ่งว่า โครงการขยายถนนประชาชื่นนี้จะสร้างความสะดวกปลอดภัยในการคมนาคม รองรับการเติบโตของเมืองในอนาคต และเหนือสิ่งอื่นใดคือการยกระดับคุณภาพชีวิตและการเข้าถึงบริการด้านสาธารณสุขของประชาชนอย่างทั่วถึงและยั่งยืน
Chulabhorn Royal Academy Joins Forces with 8 Government Agencies and State Enterprises to Sign MOU for Pracha Chuen Road Expansion, Upgrading Transportation Network Around Government Complex
BANGKOK, May 21, 2026 — Chulabhorn Royal Academy (CRA) forged a major multi-party collaboration by signing a Memorandum of Understanding (MOU) with eight government agencies and state enterprises for the Pracha Chuen Road improvement project. The project will expand the section from the Metropolitan Waterworks Authority to Chaeng Watthana Road (Road No. 11) to four traffic lanes. This systematic infrastructure development aims to alleviate traffic congestion, improve emergency access to medical facilities and government offices, and elevate the public’s long-term quality of life. The project is expected to be completed by September 2027.
Assistant Professor Rawin Raviwongse, Ph.D., Acting Deputy Secretary-General of Chulabhorn Royal Academy, attended the MOU signing ceremony for the upgrade of the 1.3-kilometer stretch of Pracha Chuen Road. This landmark initiative unites eight key public and state enterprise organizations, including:

- Dhanarak Asset Development Co., Ltd. (DAD)
- Metropolitan Waterworks Authority (MWA)
- Metropolitan Electricity Authority (MEA)
- Bangkok Metropolitan Administration (BMA)
- Nonthaburi Province
- Nonthaburi Treasury Office
- National Telecom Public Company Limited (NT)
The primary objective of this MOU is to widen the existing two-lane road into a four-lane thoroughfare. This expansion will significantly increase traffic capacity to support the heavy volume of vehicles traveling in and out of the Government Complex Commemorating His Majesty the King’s 80th Birthday Anniversary and nearby commercial zones. Currently, this road network connects with Road No. 8 (leading to Vibhavadi Rangsit Road and Kamphaeng Phet 6 Road) and Road No. 10 (connecting further into Pracha Chuen Road). The newly upgraded route is designed to accommodate at least 400,000 vehicles per month, ensuring safer, smoother, and more sustainable traffic flow.
Under this agreement, Chulabhorn Royal Academy will serve as a central coordinator, working closely with all parties to drive the project to fruition. This initiative will directly optimize travel efficiency for the general public, medical personnel, and visitors accessing Chulabhorn Royal Academy, Chulabhorn Hospital, and various government offices in the vicinity.
This academic and infrastructural alliance marks a major milestone in public agency integration to upgrade public services.
