โอกาสนี้ พระราชทานพระวโรกาสให้ ผู้ช่วยศาสตราจารย์ ดร. แพทย์หญิงภัทรานิษฐ์ ภัทรพรเจริญ ผู้อำนวยการศูนย์แพทย์ภัยพิบัติและฉุกเฉินเจ้าฟ้าจุฬาภรณ์ เข้าเฝ้าถวายสูจิบัตร และศาสตราจารย์เกียรติคุณ นายแพทย์รัชตะ รัชตะนาวิน รักษาการรองเลขาธิการราชวิทยาลัยจุฬาภรณ์ กราบทูลรายงานวัตถุประสงค์ของการจัดประชุมฯ จากนั้น ทรงมีพระดำรัสเปิดการประชุมวิชาการนานาชาติด้านการแพทย์ภัยพิบัติและฉุกเฉิน ครั้งที่ ๓ ประจำปี ๒๕๖๙ และพระราชทานรางวัลแก่ตัวแทนทีมชนะเลิศการแข่งขันทักษะการปฏิบัติการแพทย์ฉุกเฉินและการตอบโต้ภัยพิบัติ CDEM Rally จำนวน ๓ รางวัล และพระราชทานรางวัล Person of the Year จำนวน ๑ รางวัล ตามลำดับ
จากนั้น เสด็จทอดพระเนตรนิทรรศการแสดงผลงานทางวิชาการ ณ บริเวณโถงหน้าห้องวิภาวดีบอลรูม เอบี ก่อนเสด็จไปยังห้องวิภาวดีบอลรูม ซี เพื่อทรงลงพระนามในบันทึกข้อตกลงความร่วมมือกับองค์กรและสถาบันด้านการแพทย์ภัยพิบัติและฉุกเฉินจากประเทศไทยและต่างประเทศ รวม ๔ ฉบับ ซึ่งมีขอบข่ายความร่วมมือดังต่อไปนี้:
• สมาคมแพทย์ภัยพิบัติและสาธารณสุข สหรัฐอเมริกา (Society for Disaster Medicine and Public Health: SDMPH): มุ่งเน้นการสร้างเครือข่ายความร่วมมือทางวิชาการ การวิจัย และนวัตกรรมด้านการจัดการทางการแพทย์และสาธารณสุขในภาวะภัยพิบัติ รวมถึงการร่วมจัดทำวารสารวิชาการ การจัดการประชุมวิชาการ และการเผยแพร่องค์ความรู้ผ่านสื่อออนไลน์
• วิทยาลัยวิชาชีพเจ้าหน้าที่ฉุกเฉินการแพทย์ สหราชอาณาจักร (Royal College of Paramedics): มุ่งส่งเสริมความเป็นเลิศด้านการศึกษาและการฝึกอบรมนักปฏิบัติการฉุกเฉินการแพทย์ ครอบคลุมการร่วมพัฒนาหลักสูตรที่ได้มาตรฐานสากล โครงการแลกเปลี่ยนนักศึกษาและคณาจารย์ การทำงานวิจัยร่วมด้านการดูแลผู้ป่วยฉุกเฉินก่อนถึงโรงพยาบาล และการประยุกต์ใช้เทคโนโลยีการศึกษาแบบจำลองสถานการณ์
• สมาคมนานาชาติด้านเหตุการณ์ขนาดใหญ่และภัยพิบัติทางการแพทย์ (International Medical Response to Major Incidents and Disasters: MRMID Association): มุ่งสร้างมาตรฐานการฝึกอบรมด้านการแพทย์ภัยพิบัติโดยใช้ระบบจำลองสถานการณ์ MACSIM® การแลกเปลี่ยนบุคลากรและวิทยากรที่ได้รับการรับรองระดับนานาชาติ การทำวิจัยพหุสถาบันด้านการคัดแยกผู้ป่วยและแผนรองรับอุบัติภัยหมู่ของโรงพยาบาล ตลอดจนการบูรณาการปัญญาประดิษฐ์ (AI) อย่างมีจริยธรรมในการจำลองสถานการณ์ทางการแพทย์
• กลุ่มคณาจารย์แพทย์ฮาร์วาร์ด ประจำศูนย์การแพทย์เบธ อิสราเอล ดีคอนเนส สหรัฐอเมริกา (Harvard Medical Faculty Physicians at Beth Israel Deaconess Medical Center, Inc.) ร่วมกับสถาบันการแพทย์ฉุกเฉินแห่งชาติ (NIEM) และราชวิทยาลัยแพทย์ฉุกเฉินแห่งประเทศไทย (RCEPT): มุ่งเน้นการแลกเปลี่ยนความรู้ทางวิชาการและวิทยาศาสตร์ การจัดทำข้อเสนอโครงการวิจัยร่วม การแลกเปลี่ยนคณาจารย์และนักศึกษา รวมถึงการศึกษาความเป็นไปได้ในการจัดตั้งศูนย์ความเป็นเลิศ (Center of Excellence) ด้านภัยพิบัติและเวชศาสตร์ฉุกเฉินร่วมกัน ณ ราชวิทยาลัยจุฬาภรณ์ และสถาบันการแพทย์ฉุกเฉินแห่งชาติ
อนึ่ง การประชุมวิชาการนานาชาติด้านการแพทย์ภัยพิบัติและฉุกเฉิน ครั้งที่ ๓ ประจำปี ๒๕๖๙ จัดขึ้นระหว่างวันที่ ๙–๑๑ กันยายน ๒๕๖๙ โดยมีวัตถุประสงค์เพื่อเป็นเวทีแลกเปลี่ยนองค์ความรู้ ประสบการณ์ และงานวิจัยด้านการแพทย์ภัยพิบัติและฉุกเฉิน ตลอดจนส่งเสริมเครือข่ายความร่วมมือทางวิชาการและการวิจัยระหว่างราชวิทยาลัยจุฬาภรณ์กับผู้เชี่ยวชาญและสถาบันชั้นนำทั้งในประเทศและต่างประเทศ โดยการประชุมในครั้งนี้จัดขึ้นภายใต้แนวคิด “Stronger After the Storm: Transforming Crisis Into Opportunity” มุ่งส่งเสริมแนวคิด “Polycrisis Navigation” หรือการนำทางผ่านวิกฤตซ้อนวิกฤต เพื่อเสริมสร้างองค์ความรู้และศักยภาพในการรับมือกับภัยพิบัติและภาวะฉุกเฉินรูปแบบใหม่ ตลอดจนสร้างความร่วมมือระหว่างบุคลากรทางการแพทย์ นักปฏิบัติการฉุกเฉินการแพทย์ นักวิชาการ และหน่วยงานที่เกี่ยวข้องในระดับนานาชาติ ภายในงานได้รับเกียรติจากวิทยากรผู้ทรงคุณวุฒิจากประเทศไทยและต่างประเทศ รวม ๒๕ ท่าน และมีผู้เข้าร่วมประชุมจากประเทศไทยและนานาชาติรวมประมาณ ๓๐๐ คน เพื่อร่วมแลกเปลี่ยนองค์ความรู้และประสบการณ์เกี่ยวกับการเตรียมความพร้อมและการจัดการภัยพิบัติ ภาวะฉุกเฉินทางสาธารณสุข การประยุกต์ใช้เทคโนโลยีและปัญญาประดิษฐ์ ตลอดจนการพัฒนาศักยภาพบุคลากรผ่านการจำลองสถานการณ์และการฝึกปฏิบัติ นอกจากนี้ ยังจัดให้มีการแข่งขัน CDEM Rally Competition เพื่อเสริมสร้างทักษะการปฏิบัติงานในสถานการณ์จริง โดยเป็นความร่วมมือระหว่างศูนย์แพทย์ภัยพิบัติและฉุกเฉินเจ้าฟ้าจุฬาภรณ์ (CDEM) กับ กรมป้องกันและบรรเทาสาธารณภัย และกรุงเทพมหานคร โดยมีทีมกู้ภัยและกู้ชีพจากทั่วประเทศเข้าร่วมการแข่งขัน สะท้อนถึงความมุ่งมั่นของศูนย์แพทย์ภัยพิบัติและฉุกเฉินเจ้าฟ้าจุฬาภรณ์ ในการพัฒนาศักยภาพบุคลากรและยกระดับมาตรฐานความเป็นเลิศด้านการปฏิบัติการเวชศาสตร์ภัยพิบัติและฉุกเฉินให้ครอบคลุมในระดับภูมิภาค
ทั้งนี้ ศูนย์แพทย์ภัยพิบัติและฉุกเฉินเจ้าฟ้าจุฬาภรณ์ (HRH Princess Chulabhorn Disaster and Emergency Medicine Center: CDEM) ราชวิทยาลัยจุฬาภรณ์ จัดตั้งขึ้นด้วยพระวิสัยทัศน์ของศาสตราจารย์ ดร. สมเด็จพระเจ้าน้องนางเธอ เจ้าฟ้าจุฬาภรณวลัยลักษณ์ อัครราชกุมารี กรมพระศรีสวางควัฒน วรขัตติยราชนารี ที่ทรงมุ่งหวังให้ประเทศไทยมีระบบการแพทย์ฉุกเฉินและการจัดการภัยพิบัติที่ได้มาตรฐานสากล โดยมุ่งพัฒนาศักยภาพบุคลากร สร้างเครือข่ายความร่วมมือ และยกระดับองค์ความรู้ด้านการแพทย์ภัยพิบัติและฉุกเฉิน เพื่อรองรับสถานการณ์วิกฤตและภัยพิบัติที่มีความซับซ้อนเพิ่มขึ้นในอนาคต

HRH Princess Chulabhorn Presides Over the Opening of the 3rd CRA Disaster and Emergency Management Conference 2026 and Signs MOUs with Leading Disaster and Emergency Medicine Organizations
On Thursday, September 10, 2026, at 09:00, Professor Dr. Her Royal Highness Princess Chulabhorn Krom Phra Srisavangavadhana, President of Chulabhorn Royal Academy, graciously presided over the opening ceremony of the 3rd CRA Disaster and Emergency Management Conference 2026 (CDEM Forum 2026) at the Centara Grand at Central Plaza Ladprao, Bangkok.
Her Royal Highness was received by Professor Emeritus Rajata Rajatanavin, M.D., Acting Deputy Secretary-General of Chulabhorn Royal Academy; Dr.Thakur Phanit; Mr.Boon Tapanadul; Professor Yuwares Sittichanbuncha, M.D., Acting Deputy Secretary-General of Chulabhorn Royal Academy; Assistant Professor Dr. Phatthranit Phattharapornjaroen, M.D., Director of HRH Princess Chulabhorn Disaster and Emergency Medicine Center; as well as representatives from the Society for Disaster Medicine and Public Health (USA) and Harvard Medical Faculty Physicians at Beth Israel Deaconess Medical Center, Inc.
On this occasion, Assistant Professor Dr. Phatthranit Phattharapornjaroen, M.D., was granted an audience to present the event booklet to Her Royal Highness. Professor Emeritus Rajata Rajatanavin, M.D., then delivered a report on the objectives of the conference. Her Royal Highness gave an opening address and presented three awards to the winning teams of the CDEM Rally emergency medical skills and disaster response competition, followed by the presentation of the Person of the Year award.
Afterward, Her Royal Highness viewed the academic exhibition displayed in the foyer of Vibhavadi Ballroom A-B before proceeding to Vibhavadi Ballroom C to sign four Memoranda of Understanding (MOUs) with national and international disaster and emergency medicine organizations and institutions. The scope of these collaborative agreements includes:
- Society for Disaster Medicine and Public Health (SDMPH), USA: Focusing on building a robust network for academic cooperation, research, and innovation in medical and public health disaster management. This includes creating an academic journal, co-organizing scientific conferences, and disseminating knowledge on disaster preparedness through online channels, including podcasts.
- Royal College of Paramedics, UK: Aiming to promote excellence in paramedic education by jointly developing a comprehensive Paramedic Curriculum to meet international standards. The collaboration will also implement student and faculty exchange programs, foster joint research in pre-hospital emergency care, and advance technology-enhanced education, including simulation-based training.
- International Medical Response to Major Incidents and Disasters (MRMID) Association: Collaborating to standardize disaster medical training using the MACSIM® (MAss Casualty SIMulation) system. The partnership facilitates the international exchange of certified MRMI instructors, supports multicenter research on triage and hospital surge capacity, and explores the ethical integration of Artificial Intelligence in medical simulations.
- Harvard Medical Faculty Physicians at Beth Israel Deaconess Medical Center, Inc., USA, in collaboration with the National Institute for Emergency Medicine (NIEM) and the Thai College of Emergency Physicians (RCEPT): Establishing a framework to foster academic and scientific cooperation, develop joint research proposals, and support staff and student exchange programs. The parties will also explore the establishment of dual Centers of Excellence in Disaster and Emergency Medicine across the Chulabhorn Royal Academy and NIEM.
The 3rd CRA Disaster and Emergency Management Conference 2026 (CDEM Forum 2026) is held from September 9–11, 2026. The event serves as a platform for exchanging knowledge, experience, and research in disaster and emergency medicine, while promoting academic and research networks between Chulabhorn Royal Academy and leading domestic and international experts and institutions. Organized under the theme “Stronger After the Storm: Transforming Crisis Into Opportunity,” the conference highlights the concept of “Polycrisis Navigation” to enhance knowledge and capabilities in responding to emerging complex disaster scenarios. It aims to foster collaboration among medical personnel, emergency practitioners, academics, and related international agencies. The conference features 25 distinguished local and international speakers, with approximately 300 participants from Thailand and abroad gathering to exchange insights on disaster preparedness, public health emergency management, application of technology and artificial intelligence, and workforce capacity building through simulations and hands-on training.
Additionally, the event features the CDEM Rally Competition to strengthen practical operational skills in real-life emergency situations. Jointly organized by the HRH Princess Chulabhorn Disaster and Emergency Medicine Center (CDEM), the Department of Disaster Prevention and Mitigation, and the Bangkok Metropolitan Administration, the competition welcomes rescue and emergency medical teams from across the country. This reflects CDEM’s commitment to workforce development and elevating regional standards of excellence in disaster and emergency medicine operations.
The HRH Princess Chulabhorn Disaster and Emergency Medicine Center (CDEM), Chulabhorn Royal Academy, was established through the royal vision of Professor Dr. Her Royal Highness Princess Chulabhorn Krom Phra Srisavangavadhana. Her Royal Highness envisions an international-standard emergency medical and disaster management system for Thailand by developing personnel capabilities, building collaborative networks, and advancing knowledge in disaster and emergency medicine to meet increasingly complex future crisis situations.
