รัชตะนาวิน รักษาการรองเลขาธิการราชวิทยาลัยจุฬาภรณ์ เป็นผู้กล่าวปาฐกถาในหัวข้อ “วิทยาการแห่งพระเมตตา: จากรากฐานพระปณิธานสู่สุขภาวะปวงประชา” พร้อมประกาศผลการตัดสิน “รางวัลศรีสวางควัฒน” ประจำปีพุทธศักราช ๒๕๖๙ ณ ห้อง Convention Hall ชั้น ๖ อาคารกรมพระศรีสวางควัฒน โรงพยาบาลจุฬาภรณ์ศาสตราจารย์เกียรติคุณ นายแพทย์รัชตะ รัชตะนาวิน ได้ฉายภาพถึงจินตภาพจากผลงานศิลปะในฝีพระหัตถ์ขององค์ “สิริศิลปิน” ศาสตราจารย์ ดร. สมเด็จพระเจ้าน้องนางเธอ เจ้าฟ้าจุฬาภรณวลัยลักษณ์ อัครราชกุมารี กรมพระศรีสวางควัฒน วรขัตติยราชนารี ว่าสิ่งสำคัญยิ่งกว่าความงามทางทัศนศิลป์ที่ปรากฏ คือ “น้ำพระทัย” และ “พระเมตตา” อันยิ่งใหญ่ที่ซ่อนอยู่ ซึ่งทรงคิดคำนึงถึงความอยู่ดีมีสุขของอาณาประชาราษฎร์เสมอมา โดยความงดงามนี้ได้เชื่อมโยงอย่างแนบแน่นกับวิทยาการแห่งพระเมตตาด้านการแพทย์และการสาธารณสุข นับตั้งแต่การสถาปนา “ราชวิทยาลัยจุฬาภรณ์” ในปีพุทธศักราช ๒๕๕๙ เพื่อถวายเป็นราชสดุดีและสืบสานพระราชปณิธานของพระบาทสมเด็จพระบรมชนกาธิเบศร มหาภูมิพลอดุลยเดชมหาราช บรมนาถบพิตร พระองค์ทรงมีสายพระเนตรอันยาวไกลในการผลิตและพัฒนาบุคลากรด้านวิทยาศาสตร์สุขภาพและสาธารณสุขในสาขาที่ยังขาดแคลน มุ่งสร้างบัณฑิตที่มีคุณธรรม จริยธรรม และจิตอาสา พร้อมกันนี้ ยังทรงมีพระดำริขยายขอบข่ายการดูแลรักษาของโรงพยาบาลจุฬาภรณ์ให้ครอบคลุมทุกโรค เพิ่มโอกาสให้ประชาชนเข้าถึงการรักษาขั้นสูงที่ครบวงจร อีกทั้งพระเมตตายังหลั่งไหลไปสู่อาณาประชาราษฎร์ในท้องถิ่นห่างไกลผ่าน “หน่วยแพทย์พระราชทาน” และหน่วยแพทย์เคลื่อนที่ พอ.สว. อย่างต่อเนื่อง เพื่อให้ประชาชนในถิ่นทุรกันดารและผู้ยากไร้สามารถเข้าถึงบริการทางการแพทย์ที่มีคุณภาพอย่างเสมอภาคและเท่าเทียมจากพระกรณียกิจนานัปการและพระวิสัยทัศน์อันกว้างไกลนี้ จึงนำมาสู่โครงการ “รางวัลศรีสวางควัฒน” ซึ่งเป็นความร่วมมือระหว่างราชวิทยาลัยจุฬาภรณ์ กระทรวงสาธารณสุข และกระทรวงมหาดไทย เพื่อน้อมสำนึกในพระกรุณาธิคุณและเทิดพระเกียรติองค์ประธานราชวิทยาลัยจุฬาภรณ์ และเพื่อสืบสานพระปณิธานในการส่งเสริมให้โรงพยาบาลทั่วประเทศร่วมพัฒนาการบริการที่มีประสิทธิภาพแก่ประชาชนอย่างต่อเนื่อง เพื่อช่วยเหลือผู้ป่วยในทุกทุกท้องถิ่นห่างไกลให้มีโอกาสเข้าถึงการบริบาลด้านสาธารณสุขด้วยเทคโนโลยีทางการแพทย์ที่ทันสมัย มีคุณภาพ และได้มาตรฐานอย่างเท่าเทียมกัน โดยมุ่งสรรหาและเชิดชูเกียรติหน่วยงานบริการด้านการแพทย์และการสาธารณสุขในพื้นที่ห่างไกล ที่อุทิศตนขับเคลื่อนงานอย่างมีมาตรฐาน เสียสละ และเท่าเทียม ตลอดจนสร้างแรงบันดาลใจและเป็นต้นแบบให้แก่องค์กรสาธารณสุขอื่นในการดำรงการพัฒนาในทุกมิติอย่างต่อเนื่อง เพื่อประโยชน์สุขของประชาชนไทยตามรอยพระปณิธานสำหรับผลการตัดสินหน่วยงานผู้ได้รับพระราชทาน “รางวัลศรีสวางควัฒน” ประจำปี ๒๕๖๙ แบ่งตามประเภทโรงพยาบาล มีดังนี้ประเภทที่ ๑ โรงพยาบาลศูนย์ โรงพยาบาลเฉพาะทาง-เฉพาะระบบ และโรงพยาบาลสมเด็จพระยุพราช ระดับ รพศ. ได้แก่ โรงพยาบาลอุดรธานี มีความโดดเด่นด้านมิติเครือข่าย การมีส่วนร่วม และการเข้าถึงประชาชน สามารถเชื่อมโยงบริการไปถึงกลุ่มเปราะบาง ผู้พิการ และประชาชนชายขอบ ผ่านระบบการแพทย์ทางไกล (Telemedicine) รวมถึงการดูแลแบบประคับประคอง (Palliative care) และการดูแลผู้ป่วย ผู้สูงอายุหรือผู้ที่มีภาวะพึ่งพิง ถึงบ้านโดยบุคลากรทางการแพทย์หรือผู้ดูแลมืออาชีพ อีกทั้งยังมีแบบอย่างที่งดงามของการบูรณาการพลังชุมชนและศรัทธาร่วมกับวัดและองค์กรปกครองส่วนท้องถิ่น จนฝังรากเป็นวัฒนธรรมองค์กรที่ยั่งยืนประเภทที่ ๒ โรงพยาบาลทั่วไปและโรงพยาบาลสมเด็จพระยุพราช ระดับ รพท. ได้แก่ โรงพยาบาลปัตตานี ที่แสดงให้เห็นถึงความเข้าใจในบริบทความเชื่อ ศาสนา และวิถีชีวิตพหุวัฒนธรรมที่สามารถอยู่ร่วมกันได้ท่ามกลางความท้าทายด้านความมั่นคง มีเครือข่ายภาคประชาชน ผู้นำศาสนา และ อสม. ที่เข้มแข็งผ่านการสร้าง Role model ในการดูแลสุขภาพ อีกทั้งยังโดดเด่นด้วยการนำเทคโนโลยีขั้นสูงและ AI มาใช้พัฒนา Patient journey ในห้องฉุกเฉิน และการสร้าง flood dashboard เพื่อบริหารจัดการเครื่องมือแพทย์และกำลังคนได้อย่างทันท่วงทีในยามวิกฤตประเภทที่ ๓ โรงพยาบาลชุมชนและโรงพยาบาลสมเด็จพระยุพราช ระดับ รพช. ได้แก่ โรงพยาบาลเทพา อำเภอเทพา จังหวัดสงขลา มุ่งเน้นการบริการปฐมภูมิที่ยั่งยืน ตอบสนองปัญหาสุขภาพที่เป็นความต้องการที่แท้จริงของชาวบ้านในพื้นที่ที่มีความหลากหลายทางวัฒนธรรมและข้อจำกัดด้านความมั่นคง สามารถสร้างความผูกพัน ร่วมแก้ปัญหากับภาคีเครือข่ายระดับอำเภอได้อย่างเป็นรูปธรรม นับเป็นจุดแข็งที่แสดงถึงหัวใจของการสาธารณสุขเพื่อชุมชนประเภทที่ ๔ โรงพยาบาลส่งเสริมสุขภาพตำบลและสถานีอนามัยเฉลิมพระเกียรติ ๖๐ พรรษา นวมินทราชินี ได้แก่ โรงพยาบาลส่งเสริมสุขภาพตำบลกระทุ่มล้ม อำเภอสามพราน จังหวัดนครปฐม เป็นต้นแบบของการพัฒนางานอย่างต่อเนื่อง มีการนำระบบดิจิทัลและการแพทย์ทางไกลมาเชื่อมโยงกับแพทย์เวชศาสตร์ครอบครัวที่สามารถนำนโยบายสู่การปฏิบัติได้อย่างรวดเร็วมีคุณภาพเห็นผลลัพธ์ชัดเจน รวมถึงมีห้องปฏิบัติการและระบบส่งต่อผู้ป่วยวิกฤตที่สะท้อนถึงการทำงานเป็นทีมที่มีประสิทธิภาพศาสตราจารย์เกียรติคุณ นายแพทย์รัชตะ รัชตะนาวิน กล่าวสรุปในตอนท้ายว่า “ผลลัพธ์อันน่าภาคภูมิใจของสถานพยาบาลต้นแบบทั้ง ๔ แห่งที่ได้รับรางวัลในวันนี้ คือจินตภาพแห่งความสำเร็จที่สะท้อนมาจากการสืบสานพระปณิธานในการช่วยเหลือประชาชนในทุกถิ่นฐาน Fantasia – The Reflection of HRH Princess Chulabhorn’s Benevolence.” The event was held to honor and celebrate the auspicious occasion of the birthday anniversary of Professor Dr. Her Royal Highness Princess Chulabhorn Krom Phra Srisavangavadhana, President of Chulabhorn Royal Academy, on July 4, 2026. The hospital successfully bridges medical service gaps to reach vulnerable groups, persons with disabilities, and marginalized populations through Telemedicine. The hospital has demonstrated a remarkable ability to foster deep community engagement and tangible problem-solving partnerships with district-level network allies, reflecting the core essence of community-centric public health.• Category 4: Sub-district Health Promoting Hospitals and Health Stations Honoring the 60th Birthday Anniversary of Queen Sirikit Recipient: Krathum Lom Sub-district Health Promoting Hospital, Sam Phran District, Nakhon Pathom Province Recognized as a benchmark for continuous development through the innovative integration of digital systems and telemedicine linked with family medicine physicians.
